Urban County Program

The Community Development Block Grant (CDBG) Program was created by the Housing and Community Development (HCD) Act of 1974. In the County of Santa Clara, the CDBG Program is operated by the Office of Supportive Housing. The County CDBG Program is federally funded by the United States Department of Housing and Urban Development (HUD) to assist lower-income and special needs persons to address ​​housing and community development needs. The County of Santa Clara administers CDBG on behalf of the Unincorporated Areas of Santa Clara County and the Cities of Campbell, Los Altos, Los Altos Hills, Los Gatos, Monte Sereno, Morgan Hill, and Saratoga, also known as the Urban County Program.

The Home Investment Partnerships Program ("HOME Program") is federally funded by the United States Department of Housing and Urban Development (HUD) to provide decent affordable housing to lower-income households. The HOME Program is administered on behalf of the Urban County cities and the Cities of Cupertino, Gilroy, and Palo Alto.

The Urban County's Five Year Goals are:

1. Assist in the creation and preservation of affordable housing opportunities for low income and special needs households,

2. Support activities to end homelessness,

3. Support activities that provide community services to low income and special needs households,

4. Support activities that strengthen neighborhoods, and

5. Promote fair housing choice.

NOTICE OF PUBLIC REVIEW AND COMMENT PERIOD

FOR THE URBAN COUNTY

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT

FOR THE PERIOD JULY 1, 2023, TO JUNE 30, 2024

Notice is hereby given that the County of Santa Clara Office of Supportive Housing has completed a draft annual performance report for the Community Development Block Grant (CDBG) and the HOME Investment Partnerships (HOME) Programs for Fiscal Year 2024. This notice serves to inform the public of an opportunity for public comment on the Draft Consolidated Annual Performance and Evaluation Report (CAPER). The Draft CAPER will be available for public comment beginning August 23, 2024 and concluding on September 10, 2024. The Draft CAPER is available for public review and comment prior to its submittal to the U.S. Department of Housing and Urban Development (HUD).

The CAPER covers the accomplishments under the CDBG and HOME programs for the period July 1, 2023, to June 30, 2024, and represents the fourth year of the Urban County’s Five-Year Consolidated Plan covering the period 2020-2025. The CAPER includes a summary and evaluation of how these funds were used in FY 2024 to carry out the goals and objectives outlined in the FY 2020-2025 Urban County Consolidated Plan. The CAPER covers community development activities undertaken and contains a summary of programmatic accomplishments; including a description of the resources made available, the geographic distribution and location of CDBG/HOME investments and actions taken to affirmatively further fair housing.

PUBLIC REVIEW AND COMMENT PERIOD: The Draft CAPER will be available for public review and comment for a 15-day period, beginning on August 23, 2024, and ending on September 10, 2024, when the item is heard by the Board of Supervisors at the Board of Supervisors meeting. A copy of the Draft CAPER will be available for review on the County’s Office of Supportive Housing website: https://osh.sccgov.org/housing-community-development/urban-county-program. In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 (“ADA”), the County of Santa Clara will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in the County’s programs, services, and activities.

The County of Santa Clara will make all reasonable modifications to policies and programs to ensure that people with disabilities or with limited English proficiency have an equal opportunity to enjoy all of its programs, services, and activities.

The County of Santa Clara will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids/services or reasonable modifications of policy, such as retrieving items from locations that are open to the public but are not accessible to persons who use wheelchairs.
