2020-2025 Consolidated Plan (Con Plan) and Assessment of Fair Housing (AFH)

The Santa Clara Urban County* and the Cities of Cupertino, Gilroy, Mountain View, Palo Alto, San Jose, Santa Clara, and Sunnyvale each receive non-competitive, formula funding through the federal Department of Housing and Urban Development (HUD). These funds help the County and cities provide programs that strengthen neighborhoods, promote fair housing choice, and create and preserve affordable housing for low-income and special needs residents.

HUD requires our jurisdictions to prepare a 5-year Consolidated Plan (Con Plan). The Con Plan identifies communities’ priorities and strategies through analysis of communities’ markets, affordable housing, and development conditions. Our jurisdictions are also required to prepare an Assessment of Fair Housing (Fair Housing), which is a plan that examines barriers that people face in getting and keeping housing and measures that our jurisdictions can take to reduce these barriers and promote equal opportunity in housing.

Community participation is critical to developing both the Con Plan and Fair Housing plan. We need your input on housing and community needs and barriers to fair and equal opportunity in housing and invite you to attend one of the following meetings and complete the Regional Needs Survey.​

*The Urban County consists of the Cities of Campbell, Los Altos, Los Altos Hills, Los Gatos, Monte Sereno, Morgan Hill, and Saratoga and the unincorporated areas of the County.​
