Youth Homelessness Demonstration Program

Overview

In the Fall of 2021, Santa Clara County was selected by HUD to participate in the Youth Homelessness Demonstration Program (YHDP). YHDP is an exciting new initiative designed to prevent and end youth homelessness, which includes the development and implementation of a coordinated community approach centered in equity and youth voice, lead by the Youth Action Board (YAB).

 

Coordinated Community Plan

The YHDP Coordinated Community Plan was finalized by the Youth Action Board, endorsed by the CoC, and was submitted to HUD on April 1, 2022! This included information from Community Planning Meetings, Key Informant Interviews, Open Office Hours, and Listening Sessions, which ultimately amplified the voices of youth and young adults who are unhoused or have experienced houselessness. Community Planning Sessions

The Youth Homelessness Demonstration Program (YHDP) planning relied on a team of dedicated stakeholders who collaborated with the Youth Action Board (YAB) to develop the YHDP goals and strategies. Notes about their meetings can be found below.

The Youth Action Board (YAB):

The YAB is comprised of youth and young adults (between the ages of 18-24 or unaccompanied minors) who are currently or formerly unhoused or have lived experience of housing instability. They advise the County of Santa Clara on homelessness and housing issues that affect youth and young adults and actively participate in the planning of new and expanded housing programs and services (such as YHDP!). Participants receive a stipend to compensate for their time and expertise and currently has up to 18 members. 

Youth and Young Adult Listening Sessions

We conducted listening sessions at several community locations including Bill Wilson Center, Covenant House, Sunnyvale Community Services, Blanca Alvarado Community Resource Center, and the Reentry Resource Center, as well as offered options in Gilroy, other shelters, and online on Zoom. Reflections from the listening sessions were shared at the 12/21/21 Community Planning Meeting and can be found starting slide 23 in this slide deck.
